About the company


Kazakhstan, as well as the majority of the former USSR countries faced a need to update the rolling stock. Many options for solving this issue, the purchase of ready-made locomotives, and the modernization of existing ones were considered. As a result, when analyzing the needs of the countries of the space with 1,520 gauge, and this is the steel mainline of the Baltic region and all the states that were part of the former Soviet Union, a decision to launch a new production of locomotives was made. The joint-stock company Lokomotiv kurastyru zauyty was established on July 3, 2009, within the framework of the State Program of the Forced Industrial and Innovative Development of Kazakhstan.  

In 2013, Transmashholding, the leader of Russian transport engineering, acquired 50 % of the shares in the locomotive plant from the National Company “Kazakhstan Temir Zholy”. CJSC Transmashholding is the largest Russian company specializing in the development and production of rolling stock for railways and urban transport systems. The Company also produces diesel engines for various purposes and components for rolling stock.

In January 2017, JSC NC “Kazakhstan Temir Zholy” and General Electric Transportation signed an agreement on the acquisition by GE of a 50% of the shares in Lokomotiv kurastyru zauyty JSC. GE Transportation - a subsidiary of US General Electric, which produces equipment and machinery for rail and sea transport, mining and drilling industries. The strategic partner General Electric Transportation makes a tangible contribution to the development of the enterprise, the transfer of the state-of-the-art technologies, the creation of conditions for new production and expansion of exports.


The plant became one of the first signs of the beginning of serious structural changes in the economic growth of the country, a departure from the raw materials orientation, the beginning of a new history of heavy machine building in the republic. The main goal of the enterprise is to make a worthy contribution to the industrial and innovative development and increase the competitiveness of the railway transport system in Kazakhstan, as well as providing quality products to the holders of the rolling stock of the 1,520 gauge space.

After the conclusion of the agreements with the US Company General Electric in 2006, the specialists of JSC NC “Kazakhstan Temir Zholy” started developing the technical characteristics that the Kazakhstan locomotive should meet, taking into account the climatic features of the region, the railways, the specificity of the transported goods, modern environmental requirements and sanitary norms.

The result of the work performed: On December 7, 2009 the first fifth generation Evolution-TE33A series single-section freight diesel locomotive assembled in Kazakhstan was presented.

The design capacity of the plant is 100 freight mainline locomotives per year. LKZ JSC operated at full capacity in May 2012.

At the initial stage, the production process was simply “screwdriver” - only the assembly of the diesel locomotive from spare parts purchased from GE was conducted. In order to increase profitability, the enterprise is actively working to increase the share of Kazakhstan content in the plant’s products. This process is divided into 3 stages. Since the beginning of 2012, the specialists of the plant have fully mastered the second phase, and now the Kazakhstan content in the manufacture of each locomotive is 32% or more than 11,000 items for each TE33A. In the coming years, according to the terms of the long-term agreement between GE, KTZ and LKZ, it is planned to increase the share of the local and the Customs Union to 45%.

ТE33АС series freight locomotives produced by Lokomotiv kurastyru zauyty JSC in the period from 2011 to 2014 have passed certification tests on all requirements of safety standards of NB ZhT TsT 02-98 in Russian accredited test centers and in 2014 received a certificate of compliance in the FBU “RS FZhT”.

On August 01, 2017 TE33AC/TEP33A series freight and passenger diesel locomotives produced by Lokomotiv kurastyru zauyty JSC were certified according to the requirements of the technical regulations of the Customs Union “On the safety of railway rolling stock” TR TS 001/2011 in the accredited certification body of KazTsSZhT LLP, that proves the conformity of the plant’s products with all technical requirements.

In June 2012 an agreement within which 2 units of the Passenger locomotive were issued for the Certification Tests in 2014 was signed, and further on since 2017, the serial production of 108 units on the basis of Lokomotiv kurastyru zauyty JSC.

Since the second quarter of 2015, employees of LKZ JSC have started manufacturing a large amount of parts for the neighboring plant – Elektrovoz kurastyru zauyty, also located in the Free Economic Zone “Astana-zhana kala”. Among these assemblies there are the platform frame, the bogie frame, wheel pairs. In total, more than 1,500 items for each locomotive.

ТE33А, as well as any technique requires constant reworks, improvements      , that is why the enterprise has established a design and technology bureau, which task is to constantly analyze and make adjustments to the manufacture of certain components. The plant-manufacturer is always ready to meet the wishes of the customer and eliminate any comments.

At present, Lokomotiv kurastyru zauyty has provided 80% of the needs of JSC NC “KTZh” in freight locomotives. As of December 2017, 301 freight and 8 passenger TE33A and TEP33A diesel locomotives were produced, of which 23 units were exported to Tajikistan, Azerbaijan, Turkmenistan, Ukraine, Kyrgyzstan. All locomotives undergo a full cycle of verification for compliance with the declared technical characteristics and operational safety. After final assembly and painting, each locomotive is transferred to the test site.
